From June 23 to 24, 2025, a delegation from the University of Glasgow, led by Billy Howie, Director of Professional Services for the College of Science and Engineering, Professor Muhammad Imran, Dean of the James Watt School of Engineering, and Christine Barr, Executive Director of Human Resources and Organizational Development, visited the Hainan Lingshui Li’an International Education Innovation Pilot Zone.
During their visit, the delegation toured the campus and inspected the college’s building, holding discussions with the Pilot Zone Administration about the building's acceptance procedures. The delegation explored international talent attraction policies and met with students from the Glasgow College Hainan, UESTC, to understand their academic and living experiences. Representatives from both the Pilot Zone Administration and Hainan College accompanied the delegation throughout.
The delegation assessed the college building on-site, where staff demonstrated its innovative spatial design and smart technologies. Following the inspection, Billy Howie and delegation members held a working session with the Pilot Zone Administration to discuss post-inspection adjustments, construction standards, and long-term management strategies, establishing a framework for the building's completion and future project implementation.
Christine Barr and fellow delegation members held discussions with Ms. Ming Zhu, Director of Talent Development at the Pilot Zone Administration, along with other officials at the library. Their meeting focused on enhancing international talent attraction and streamlining recruitment services. Barr commended the zone's visa facilitation measures and incentives for high-level professionals, while proposing improvements to career development programs for international talent.
