Topping-out Ceremony for Exclusive Building of UESTC on Hainan Campus
On the morning of April 11, the topping-out ceremony for the exclusive building of the Hainan Campus of the University of Electronic Science and Technology of China (UESTC) - Hainan International College (Phase I) project was held in the Lingshui Li'an International Education Innovation Pilot Zone in Hainan. The ceremony was attended by representatives from the Administration of the Pilot Zone, the project contractor China Construction Third Engineering Bureau Group Co., Ltd., the project owner Pilot Zone Development and Construction Company Limited, the project supervisor Hainan Jianhong Project Management Company Limited, and leaders, teachers, and students from the Glasgow College Hainan.
Mr. Liu Guanghui, President of Glasgow College Hainan, on behalf of UESTC， congratulated on the successful topping out of the Exclusive Building. He stated that the leaders of both UofG and UESTC have paid the construction of the Exclusive Building great attention. He thanked the Pilot Zone Administration, China Construction Third Engineering Bureau, and other parties for their strong support. The completion of the Exclusive Building will provide a significant platform for the school's international talent cultivation, scientific research, and the introduction of high-level talents in Hainan, reflecting UESTCers’ pursuit of high-quality education and the commitment to contribute to the construction of the National Free Trade Port in Hainan.
Zou Wentao, a member of the Party Committee of the Pilot Zone Administration, Deputy Director, and Chairman of the Pilot Zone Development and Construction Company, remarked that the first phase of the exclusive building project was successfully topped out. This marked a significant milestone in the construction. As the primary site and carrier for education, the exclusive building embodies the grand vision of future development for UESTC, the pilot zone, and the Hainan Education Innovation Island. He hoped that the construction unit, supervision unit, frontline construction staff, and the school will work together to complete the subsequent construction tasks with high quality.
A leader from CSCEC introduced the construction progress of the exclusive building, stating that they will continue to adhere to the construction philosophy of "better quality, faster speed," ensuring the safety, quality, and timely completion of the project.
Leaders and student representatives held shovels and shoveled the last concrete into the hopper, symbolizing the completion of the new foundation and the topping-out of the building. At the end of the ceremony, teachers and students of Glasgow College Hainan took a group photo in front of the Exclusive Building to commemorate this historic moment for the school's operation in Hainan.
Following the ceremony, led by the construction party, representatives of the college's teachers and students visited the construction site of the exclusive building to gain a deeper understanding of the college's construction and development, enhancing their sense of personal honor, and strengthening confidence in integrating into the construction of the National Free Trade Port in Hainan.

The total investment in the Phase I project of Hainan International College of UESTC is 170 million yuan, with a planned construction area of 24,972 ㎡ and a usable area of 14,809 ㎡. The exclusive building is a significant investment to fully support the universities initially settled in the Lingshui Li'an International Education Pilot Zone in Hainan under the concept of "big sharing, small colleges." The exclusive building includes teaching and experimental facilities for Chinese-foreign cooperative education, as well as administrative offices and student activity spaces. As an essential base for implementing the university's Hainan strategy, it also reserves space for postgraduate training, the introduction of international high-level talents, and scientific research.
